မေလးရွား UNHCR သည္ ခ်င္း၊ မြန္၊ ကခ်င္စေသာ တျခား ျမန္မာတိုင္းရင္းသားမ်ားကို ဒုကၡသည္မ်ား အျဖစ္ အသိအမွတ္ ျပဳေသာ္လည္း ရခိုင္ႏွင့္ ဗမာလူမ်ိဳး ၂ မ်ိဳးကို ခ်န္လွပ္ထားသည့္အေပၚ မေက်နပ္သျဖင့္ ယခုကဲ့သို႔ ဆႏၵျပရေၾကာင္း သိရသည္။
ယေန႔ ဆႏၵျပရာတြင္ ဦးေဆာင္ပါ၀င္သူ ကိုညီေခ်က “တျခားလူမ်ိဳးေတြကို လူဦးေရ ေထာင္နဲ႔၊ ေသာင္းနဲ႔ ခ်ီၿပီး ဒုကၡသည္အျဖစ္ အသိအမွတ္ျပဳေပမယ့္လည္း က်ေနာ္တို႔က်ေတာ့ ဘာလို ့ခြဲျခားဆက္ဆံရတာလဲ။ ဒါကို သိခ်င္လို႔ ဒီေန႔ ဆႏၵသြားျပၾကတာ” ဟု ဧရာ၀တီသို႔ ေျပာသည္။
ရခိုင္ႏွင့္ ဗမာမ်ားကို မေလးရွား UNHCR က လ်စ္လ်ဴရႈထားသည္မွာ ႏွစ္အတန္ၾကာၿပီျဖစ္ၿပီး ၂၀၀၉ ခုႏွစ္ႏွင့္ ၂၀၁၀ ျပည့္ႏွစ္အတြင္း ဒုကၡသည္အျဖစ္ ေလွ်ာက္ထားခြင့္ပင္ မေပးေၾကာင္း သိရသည္။
ထို႔အျပင္ မေလးရွား ထိန္းသိမ္းေရး စခန္းမ်ားအတြင္းရွိ အဖမ္းဆီးခံမ်ား၊ ေထာင္က်ေနသူမ်ားကိုပင္ အကူအညီ မေပးေတာ့ေၾကာင္း ဆႏၵျပသူ ကိုအာႏိုးကေျပာသည္။
“မေလးရွားမွာ ဖမ္းလို႔ ေထာင္ေတြ၊ Camp ေတြမွာ ထိန္းသိမ္းခံရၿပီဆိုရင္ UN က လာၿပီး အကူအညီ ေပးေလ့ရွိတယ္။ တျခား တိုင္းရင္းသားေတြဆိုရင္ UN ၀င္ခြင့္ရေအာင္ လုပ္ေပးၾကတယ္။ က်ေနာ္တို႔က်ေတာ့ လာေတာင္မေတြ႕တာမ်ားတယ္။ က်ေနာ္တို႔လည္း တျခား တိုင္းရင္းသားေတြလိုပဲ စစ္အစိုးရရဲ႕ မတရား ဖိႏွိပ္မႈကို ခံေနရတဲ့သူေတြပဲ။ ဒီလို ခြဲျခားခံရတာကေတာ့ မေကာင္းဘူးထင္လို႔ ဒီေန႔ ဆႏၵ၀င္ျပတာ” ဟု သူက ဆက္ေျပာသည္။
မေလးရွားရွိ UNHCR သည္ ျမန္မာတိုင္းရင္းသားမ်ားအၾကားတြင္ လူမ်ိဳးေရး ခြဲျခားရံုမက ဘာသာေရးအရပါ ခြဲျခားဆက္ဆံမႈ ျပဳလုပ္ေနသည္ဟု ဗမာဒုကၡသည္ ကယ္ဆယ္ေရးအသင္း (BRO) မွ ဥကၠဌ ဦးေမာင္လွက ေျပာသည္။
“က်ေနာ္ သိထားသေလာက္ ေျပာရရင္ သူတုိ႔က တိုင္းရင္းသားေတြကို ဦးစားေပးတယ္ ဆိုေပမယ့္ တကယ္က သူတို႔စိတ္ထဲက မႀကိဳက္တဲ့ လူကို မေပးဘူးဗ်။ မွန္တာေျပာတဲ့ လူကိုဆို မေပးဘူး။ ေနာက္တခုက ဘာသာေရး ခြဲျခားမႈရွိတယ္။ UNHCR အရာရွိ ကိုယ္တိုင္ ပါးစပ္ကထုတ္ေျပာတာ။ Camp ထဲမွာေရာ၊ ေထာင္ထဲမွာပါ ေျပာတယ္။ မင္းတို ့က ဗုဒၶဘာသာေတြ၊ မင္းတို႔က ့ျမန္မာျပည္ကို ျပန္လို႔ရတယ္၊ မင္းတို႔ကို မေပးဘူးလို႔ကိုေျပာတာ” ဟုသူက ဆိုသည္။
သို႔ေသာ္ တခ်ိဳ႕ေသာ ဗမာႏွင့္ ရခို္င္တုိင္းရင္းသားမ်ားသည္ တျခားတိုင္းရင္းသား အဖြဲ ့အစည္းမ်ားသို႔ ေငြေပး၀င္ေရာက္ကာ UNHCR သို႔ ေလွ်ာက္ထားပါက ဗုဒၶဘာသာ ျဖစ္ေသာ္လည္း လက္ခံသည္ကို ေတြ ့ရွိရေၾကာင္း ၎က ဆက္လက္ေျပာဆိုသည္။
“မေလးရွား UN က အခုေနာက္ပိုင္း ရခိုင္ကို မေပးတာက ရခိုင္ဟာ ဗမာနဲ႔ ဗုဒၶဘာသာ၀င္ ခ်င္းလည္းတူတယ္၊ ရုပ္ရည္ လကၡဏာလည္း သိပ္ကြာဟမႈမရွိဘူးလုိ႔ ေျပာတယ္” ဟု ကြာလာလမ္ပူ အေျခစိုက္ ရခိုင္ဒုကၡသည္ မဟာမိတ္မ်ား အဖြဲ႔ခ်ဳပ္ AAR မွ ဒုဥကၠဌ ကိုခိုင္ထက္ႏိုင္က ေျပာသည္။
ယင္းသို႔ ခြဲျခားဆက္ဆံခံေနျခင္းကို မီးေမာင္းထိုးျပသည့္ အေနျဖင့္ ဗမာဒုကၡသည္ ကယ္ဆယ္ေရးအသင္း BRO က “ဒုကၡသည္အခြင့္အေရး လက္စြဲ” အမည္ရွိ စာအုပ္တအုပ္ကို မၾကာမီ ျဖန္႔ေ၀သြားရန္ စီစဥ္ေနေၾကာင္း သိရသည္။
အဆိုပါ စာအုပ္ႏွင့္ပတ္သက္၍ ေရးသားျပဳစုသူ ဘေလာ့ဂါ ကိုအလင္းဆက္က “လူေတြက ဒုကၡသည္ဆိုတာ ဘာကိုဆိုလိုတာလဲ၊ ဘယ္လိုလူေတြဟာ ဒုကၡသည္ ေလွ်ာက္ထားခြင့္ရွိသလဲ ဆိုတာေတာင္ က်က်နန နားမလည္ၾကဘူး။ တကယ္လို႔ ဒီစာအုပ္ကို လူေတြက ဖတ္ၾကမယ္ဆိုရင္ UNHCR က ခြဲျခား ဆက္ဆံရင္ေတာင္ ကိုယ့္အခြင့္အေရးကို ကိုယ္တိုင္ ေတာင္းတတ္လာမယ္။ ဒီစာအုပ္ရဲ့မူရင္းကလည္း UNHCR ကိုယ္တိုင္ တကမၻာလံုးကို ျဖန္႔ခ်ိထားတဲ့ Protecting Refugee Question and Answer စာအုပ္ကို ဘာသာျပန္ထားတာပါ။ အဲဒီစာအုပ္ထဲမွာမွ မေလးမွာ ခြဲျခားမႈရွိတာတခ်ိဳ႕ကို ထည့္သြင္းေဖာ္ျပထားတာပါ´ ဟု ရွင္းျပသည္။
ယေန႔နံနက္ပိုင္းက ဆႏၵျပရာသို႔ ကိုယ္၀န္ေဆာင္မ်ား အပါအ၀င္ ရခိုင္တိုင္းရင္းသား ၆၀ ၀န္းက်င္ခန္႔တို႔ လာေရာက္ ဆႏၵျပခဲ့သည္ဟု သိရသည္။
ရခိုင္ဒုကၡသည္ မဟာမိတ္မ်ား အဖြဲ ့ခ်ဳပ္ ဒုဥကၠဌ ကိုခိုင္ထက္ႏို္င္၏ ေျပာျပခ်က္အရ မေလးရွားႏိုင္ငံတြင္ UNHCR ရရွိၿပီးသား ဒုကၡသည္ ၁၀၀၀ ေက်ာ္ခန္႔ရွိၿပီး ေလွ်ာက္ထားလိုသူ ၂၀၀၀၀ ခန္႔ရွိေၾကာင္းသိရသည္။
မေလးရွားႏိုင္ငံတြင္ ျမန္မာႏိုင္ငံသား သိန္းႏွင့္ခ်ီ၍ နည္းမ်ိဳးစံုျဖင့္ ခိုလႈံေနထိုင္ကာ အလုပ္လုပ္လွ်က္ရွိသည္။

က်ေနာ္ ၾသဇေတလ် ကို ေရာက္လာတဲ႔ ခ်င္း အမ်ဴိးသား တေယာက္နဲ႔ ေတြ႔ဘူးတယ္။ သူက အရင္က စစ္တပ္ တပ္ၾကပ္ၾကီးစာေရးပါ။ ေဆးပင္စင္နဲ႔ ထြက္လာျပီး မေလးရွားမွာ လာ အလုပ္ လုပ္တယ္။ စစ္တပ္ အေပၚမွာခုထိ သစၥာ ရွိတုန္းဗ်။ စစ္တပ္ မေကာင္းေၾကာင္း ဘာမွ မေျပာဘူး။ သူက နူိင္ငံေရးနဲ႔လည္း ဘာမွ မပတ္သက္ဘူး။ မေလးရွား UNHCR မွာ Refuge ေလ်ာက္ေတာ႔ ပထမ အသိအမွတ္ မျပဳဘူး။ ဒါေပမဲ႔ အဲဒီရုံးမွာဘဲ ခ်င္း ဆရာၾကီးေတြ ရွိတယ္ သူတို႔နဲ႔ ဆက္သြယ္ျပီးေတာ႔ ေနာက္တေခါက္ ထပ္ေလ်ာက္တယ္။ အင္တာဗ်ဴး ေျဖေတာ႔ သူက ေျပာခ်င္တာေျပာ အင္တာ ပရိုက္တာ ဆရာၾကီးခ်င္းက လိုအပ္သလို ျပဳျပင္ေျပာနဲ႔ ေနာက္ဆုံးေတာ႔ ရဖ်ဴဂ်ီ ျဖစ္သြားျပီး Aussie ကို ေရာက္လာတယ္လုိ ့ သိရတယ္။ ဒါက လူမ်ဴိးေရး ခြဲျခားခ်င္တဲ႔စိတ္နဲ႔ ေျပာတာ မဟုတ္ပါဘူး။ မေလးရွားမွာ တကယ္ျဖစ ္ေနတာေတြထဲက အျဖစ္မွန္ တခုကို ေျပာျပျခင္းပါ။

UNHCR(malaysia) is indeed either discriminating Bamars or miserably been cheated by so called very simple and honest minorities of Burma( Chins, Kachins and Kayins to name a few).
If it does discriminate Bamars for being Bamars, then UNHCR has no credibility at all as it is founded to help refugees regardless of who they are. Refugees flee from Burma mainly because of military governme[ were anti government protests, Buddhist-Bamars are there as the majority of participants and were prone to be targeted and crushed. the same goes to any related rights abuses all over the country. So, its obvious that Buddhist-Burmese are the ones who suffer most by this so called Buddhists led Bamar military regime. Fish eats fish and Bamar kills Bamar.
Those minorities like Chins, Kachins and kayins are just included collectively just like the whole area gets burn when a thunder strike took place. But, make no mistake, the main target is Bamars who adamantly keep all these political struggles go all the way along for the sake of all brothers and sisters ( inclusive of minorities ) of our mother land.
Talks about being a minority and a Christian is a ticket for an entry to refugee status , are normal here and there are many who find ways how to get it. Those NGOs corrupts, insiders corrupts and thus there is such a carnival of exodus. You just need to be born in Myanmar( not to be Burmese-Buddhist though), not even know anything, get to grow to be able to travel to Malaysia, learn to remember created most successful stories of full of lies( Eg. get raped, house burned down, caught and sent to labour camp and flee, etc...). Then golden future is there for you for your non-contribution and non-gratitude to any community in the world as a immediate reward. Great!
I have witnessed a Buddhist-bamar, a pure refugee with genuine case of military oppression from 1988 crack down applied as a refugee since last 7 years ago. Despite with strong reasons and documents of proof provided, he and his family is still at the stage of pending while others( Chins, Kachins , Kayins as majorities) jumping pass over and settled their lives in third countries so cheaply.
So, one thing to remember is that, wherever and whenever if there is people of Myanmar involved, there definitely will be corruption as the result of being trained and brain washed since born by military regime. This corrupt practice is so powerful and dare to even challenge and ridicule world body like UNHCR. This is the eighth wonder of the world exits in a myth.
So, people, this is for you to ridicule it or laugh at it or cry foul over it. The whole thing is so unjust and regrettable.
For those who are able to turn wrongs to rights, please do it now for those who really are in deep trouble and deserved to be care.
